India lower house OKs graft bill activist protests (AP)

NEW DELHI ? A prominent Indian activist called off his hunger strike Wednesday but said that he would travel the country and campaign against the government after Parliament's lower house approved an anti-corruption legislation he called weak.

Anna Hazare ended his fast a day earlier than planned with a glass of juice offered to him by a young girl. Doctors said earlier in the day the 74-year-old Hazare had a fever and high blood pressure and his health would worsen if he continued fasting.

Hazare also called off a three-day public protest where his supporters would court arrest.

He said he would now spend the next year traveling across the country asking them to vote against the government in the next elections. Five key states have elections next year, while India's national polls are in 2014.

Hoping to defuse Hazare's anti-corruption crusade, the lower house of Parliament passed a bill Tuesday to create an anti-graft watchdog. The government has said it would push its bill through the upper house by Thursday.

Hazare's main complaint has been that the watchdog would not have authority over the country's top investigative agency, the Central Bureau of Investigation. His own proposed legislation would give the watchdog that power, and he says the watchdog would be too weak without it.

Live: Obama to Talk About Payroll Tax Before Flying to Hawaii (The Atlantic Wire)

President Obama will speak at approximately 12:15 p.m to address the pay roll tax cut extension, and less than an hour later he's scheduled to board a plane to Honolulu, Hawaii, for his holiday vacation. On Thursday Obama said he would sign the payroll tax cut extension as soon as it found its way to his desk. House Republicans finally passed the payroll tax cut extension this morning, and this afternoon's speech is probably going to be the formalities and confirmation that he's signed the extension into effect. But the bigger news in the Twitter-verse seems to be that the speech isn't going to be too long or drawn out as the President has a 1:05 p.m. flight to Hawaii to catch and a vacation to start.

Romania's government survives confidence vote (AP)

BUCHAREST, Romania ? Romania's government survived a no-confidence vote Thursday in Parliament over election law changes.

The government wanted to hold local and parliamentary elections simultaneously. Prime Minister Emil Boc says that would save at least euro20 million ($26 million) and would generate more interest in the elections.

Critics said the new law would make it easier to commit election fraud.

The government had planned to pass the bill through a speedy procedure without a parliamentary debate, but opposition had criticized that move as undemocratic.

Just 199 lawmakers voted against the government, short of the 233 votes needed.

Before the vote, Boc was booed by members of non-governmental organizations, some of whom yelled: "Shame on you!"

"This is an attempt to strike at the heart of the democratic system ... the government has decided what is good and we have to stand in line," said Crin Antonescu, leader of the opposition Liberal Party.

Having survived the vote, the law will be adopted and next year's elections will be held on the same day instead of months apart.

Cochlear implant problems rare in children: study (Reuters)

(Reuters) ? Problems with cochlear implants for deaf children are rare, with only some three percent of children who got the implants at one hospital needing new ones because of technical problems, Canadian researchers said.

Their report, in the Archives of Otolaryngology-Head & Neck Surgery, also showed that only a few of those children suffered a drop in hearing or speaking skills after the new devices -- which transmit sound directly to the auditory nerve -- were implanted.

"People used to say the complication rate is higher in children, the failure rate is higher in children, and we found that that was not the case," said Blake Papsin, director of the cochlear implant program at the Hospital for Sick Children in Toronto, who was senior author for the study.

While cochlear implants don't allow deaf children to hear in the same way that other children do, the devices do mean they can go to regular schools, have normal conversations and listen to music.

The study included 738 children, most born hard of hearing because of genetics. They all received a cochlear implant in at least one year between 1990 and 2010 and had the procedures when they were an average two or three years old.

During that time, the hospital treated 34 children whose implants had stopped working and who needed surgery to put in a new device.

When the researchers took out the seven children who got their original implant at another hospital, they found that just under three percent of the patients they treated with a first cochlear implant needed a second due to malfunctions over six years of using the devices.

Almost all of the children who needed a new device implanted maintained or improved their hearing and speaking abilities after the second procedure. Just two had a significant drop in those skills.

"Once these things fail, replacing them does tend to get the kids' hearing back to or close to where it was before the device failed," said Josef Shargorodsky, who studies hearing problems at Massachusetts Eye and Ear infirmary and Brigham and Women's Hospital in Boston, and wasn't involved in the new study.

He added that the number of device failures in this study was lower than in most previous reports, possibly because cochlear implant technology is improving.

But despite the low rate of failures, almost all deaf children will probably eventually need a new implant, although it's hard to know if a typical person would need just one or a few, said Papsin, who is on the speaker's bureau of the Cochlear Americas Corporation, which markets the devices.

"It's pretty clear that these devices are unlikely, even though beautifully made, to last a lifetime," he told Reuters Health.

Deutsche Telekom CEO says working on T-Mobile plan (Reuters)

FRANKFURT (Reuters) ? Deutsche Telekom is working on a long-term plan for its U.S. wireless unit after a deal with AT&T collapsed, Chief Executive Rene Obermann said on Tuesday.

"In the long term, we need more spectrum and network capacity. We are working on that," Obermann told journalists during a conference call, but he declined to say what Deutsche Telekom's "Plan B" for the unit was.

AT&T said on Monday it had dropped its $39 billion bid for T-Mobile USA, bowing to fierce regulatory opposition and leaving both companies scrambling for alternatives.

What Is Esophageal Cancer, and Who Gets It? (ContributorNetwork)

Author and atheist Christopher Hitchens, 62, died Dec. 15 from esophageal cancer. Hitchens was famously atheistic, even in the face of his own mortality. His final piece was written even as he succumbed to pain and the cancer took all of his strength.

The New York Times reports Hitchens' cause of death was complications from esophageal cancer. Here's a look at the disease from a statistical standpoint.

What is esophageal cancer?

The esophagus is the organ that delivers food from the throat to the stomach. The National Cancer Institute states esophageal cancer forms in the lining of the esophagus. There are two types of esophageal cancer--one that forms in the flat cells that line the organ and the type that forms in specialized cells that naturally secrete mucus in the throat.

Who gets esophageal cancer?

The American Cancer Society states cancer of the esophagus can occur anywhere along the lining of the organ. Although rare, more and more people are getting this type of cancer in the United States.

Around 17,000 new cases of esophageal cancer were diagnosed in 2011. Around 14,700 people will die of the disease in 2011. The most common risk factors for esophageal cancer are smoking and frequent alcohol use.

A new factor being observed in America is obesity. Acid reflux disease can also lead to esophageal cancer. Diets low in fruits and vegetables can also be a risk factor.

Men have a three times greater risk for getting esophageal cancer than women. The reason is that men use alcohol and tobacco more than women. Age is also a factor. People older than 55 are responsible for 85 percent of esophageal cancer cases.

Five-year survival rates for esophageal cancer are 37 percent if the cancer is localized. The rate drops to 17 percent for all stages of the cancer.

Which famous people have had the disease?

MSNBC reported Ron Silver died of esophageal cancer in March of 2009. Silver was a regular on the television show "The West Wing" and was 62 at the time of his death. Japanese actor Mako, an Academy Award nominee in 1966, also passed away from complications of esophageal cancer. He was 72 when he died.

The Oral Cancer Foundation states one of the most prominent actors in Hollywood died from esophageal cancer. Humphrey Bogart succumbed to the disease at age 58. The underlying cause of his cancer was smoking cigarettes.

The New York Times reported Robert Kardashian, Sr. died of esophageal in 2003. He was O.J. Simpson's lawyer shortly after Simpson's ex-wife's murder. He was also the biological father of famous reality television stars Kim, Khloe and Kourtnery Kardashian.

Fox scores top cable news GOP debate so far (omg!)

LOS ANGELES (TheWrap.com) - It wasn't Mitt. It wasn't Newt. Instead, it looks like Fox News was the big winner of Thursday night's Republican presidential debate.

The showdown in the early primary state of Iowa was the highest-rated cable news debate so far this year in both total viewers and in the key news demographic of 25-54 years old.

The debate averaged 6.7 million viewers with 1.9 million in the 25-54 demographic, besting Fox's previous debate high held in September.

Beyond the numbers, Sioux City, Iowa, served up a heaping helping of political theater: Rick Perry provided a mock-worthy parallel of himself with Broncos' quarterback Tim Tebow; Michele Bachmann implied that Newt Gingrich was talking down to her in a sexist fashion; and the entire Republican field bent over backwards emphasizing their God-fearing ways.

The debate is second most popular debate in this seemingly endless season of GOP match-ups: ABC's broadcast last Saturday scored 7.6 million viewers with 2.1 million coming in the 25-54 demographic.

Several airlines add up to $10 to round-trip fares

Several leading U.S. airlines are raising fares by up to $10 per round trip, but it's unclear whether the increase will stick because of resistance from some low-fare carriers.

Delta Air Lines Inc. confirmed Wednesday that it started the fare hikes on Monday night with increases of $4 to $10 per round trip. Representatives for United Continental Holdings Inc., AMR Corp.'s American Airlines, US Airways Group Inc. and JetBlue Airways Corp. said Wednesday that their airlines matched the Delta increase.

Southwest Airlines Co. and its AirTran Airways subsidiary had not raised prices by Wednesday afternoon, a spokesman said.

J.P. Morgan analyst Jamie Baker said that Southwest appeared to be blocking the fare increase. He said if Southwest held out until Thursday, he would expect competitors to roll back their increases within a day or so.

Southwest carries more U.S. passengers than any airline and has enormous influence over prices on the routes it flies.

U.S. airlines have passed about 10 broad price increases ? usually just a few dollars at a time ? on to consumers this year. But even more often, proposed fare increases have failed to stick, including four tries since late October.

Even while boosting prices, however, airlines have regularly run fare sales to pump up travel demand at a time when consumers are pinched by the weak economy.

Lohan doing well on probation, judge says

A judge says Lindsay Lohan is doing well under her strict new probation routine of counseling and working at the county morgue.

A progress report hearing lasted less than 10 minutes on Wednesday after the actress successfully completed the benchmarks set by Superior Court Judge Stephanie Sautner.

Lohan has worked at the morgue for 12 days since her sentencing Nov. 2 and completed five therapy sessions.

Sautner gave Lohan an incentive to work harder, telling the actress she could leave California for personal visits once she completes 12 days of morgue duty a month.

Lohan returned from a trip to celebrate her sister's birthday in Hawaii hours before her court appearance.

Lohan has been reporting regularly for work at the morgue since being repeatedly threatened with a long jail sentence if she failed to complete the terms of her probation.

The hearing was without the usual drama that precedes Lohan's recent court appearances, which have focused on the actress' shortcomings by missing court-ordered therapy sessions and getting booted from a community service assignment at a women's shelter.

The "Mean Girls" star spent less than five hours at a jail last month as part of a 30-day sentence imposed by Sautner for Lohan's continued misbehavior.

The judge is requiring the starlet to report on her progress monthly and it appears Lohan has been successful in meeting the goals.

"She's been doing fine," Deputy Chief Coroner Ed Winter said Tuesday, saying the actress has been showing up, working and leaving without incident.

He said he did not know how many hours Lohan had completed.

Lohan remains on probation for a 2007 drunken driving case and a misdemeanor grand theft case filed after she took a $2,500 necklace without permission.

She has consistently struggled with the terms of her various sentences, which have included jail terms, rehab, community service and counseling.

Her appearance Wednesday came days before a Playboy issue featuring Lohan in a mostly nude pictorial hits newsstands. The magazine released the issue online early after photos of the Marilyn Monroe-inspired spread leaked out online.

Fewer teens drink and smoke cigarettes than in any time in the last 30 years, but the widespread availability of medical marijuana appears to be fueling a rise in pot use, health experts said Wednesday.

One in four of the 47,000 teens surveyed for the 2011 Monitoring the Future report said they had used marijuana during the last year, up from 21.4% in 2007. The survey, which polled students nationwide in the eighth, 10th and 12th grades, also found that 1 in 15 of the oldest students used pot on a daily or near-daily basis ? the highest rate since 1981.

For the first time, researchers asked 12th-grade students about synthetic marijuana, which contains cannabinoids and produces a high similar to pot but is thought to be more dangerous because it can be contaminated with unknown substances. The finding ? 11% of the high school seniors surveyed had tried the substance ? surprised researchers.

Sold by the names Spice or K2, the drug had been widely available online and in tobacco shops until recently. In February, the Drug Enforcement Administration reclassified some of the chemicals found in the products as Schedule I controlled substances, which made them illegal.

The survey also revealed that teens don't think of marijuana as dangerous. Because of that, "we can predict that use of marijuana is going to increase," said Dr. Nora Volkow, director of the National Institute on Drug Abuse, which funds the annual study.

That pot has become more widely used as more states legalize the use of medical marijuana cannot be ignored, said R. Gil Kerlikowske, director of the White House Office of National Drug Control Policy.

"We know that any substance that is legally available is more widely used," he said.

The rise of marijuana use is largely responsible for an overall increase in youth drug use over the last four years, said study leader Lloyd Johnston of the University of Michigan's Institute for Social Research, which conducts the annual survey. When marijuana is taken out of the equation, the proportion of teens reporting they had used any illicit drug declined through the first half of the 2000s and has been stable over the last three years.

Since 1991, the proportion of eighth-grade students who said they had used alcohol within the last 30 days has declined by half, to 13%, the survey found. Rates have also fallen among older students, with binge-drinking among seniors dropping from 41% in 1981 to 22% this year. Still, about 40% of high school seniors said they had used alcohol within the last 30 days.

Cigarette use fell in all three age groups, which was reassuring since the 2010 survey hinted that the decades-long decline in smoking may have begun to reverse, Johnston said. In all three grades combined, 11.7% of youths said they had smoked within the last 30 days, down from 12.8% in the 2010 survey.

Declines were also seen in the use of inhalants, crack cocaine, the painkiller Vicodin, the medication Adderall for attention deficit hyperactivity disorder, and over-the-counter cold and cough medicines.

Use of prescription drugs without medical supervision remains a concern. In 2011, 22% of high school seniors said they had misused at least one prescription drug at some point in their lives ? the same rate recorded in the 2007 survey. About 15% reporting misusing such drugs within the last year, compared with 16% in 2007.

"We are heartened by some of the results ... but there is much more work to do," said Dr. Howard K. Koh, assistant secretary for health for the Department of Health and Human Services.

Verizon officially announces pair of XYBOARD tablets

Verizon this morning officially announced it will carry the Motorola Xoom 2 and Xoom 2 Media Edition as the XYBOARD 10.1 and XYBOARD 8.2, respectively. Both tablets will launch with Android 3.2 Honeycomb but will be upgraded to Android 4.0 Ice Cream Sandwich.

The XYBOARD tablets also both feature 1.2 GHz processors, 1GB of RAM and have Gorilla Glass on their displays. They each have 1 5MP rear-facing camera and a 1.3MP shooter up front.

No actual release date was announced, just "this month." As for pricing: The XYBOARD 10.1 will be available in a 16GB version for $529.99, a 32GB version for $629.99, and a 64GB version for $729.99. The XYBOARD 8.2 will cost $429.99 for the 16GB version and $529.99 for the 32GB version. Also,  you'll have to sign a two-year contract with a (minimum) $30-a-month data plan. However, Verizon will take off $100 and throw in $50 worth of accessories if you also buy a new Droid RAZR on contract.

Monti warns of Greek-style risk to Italy (Reuters)

ROME (Reuters) ? Italy risked a Greek-style economic collapse which could threaten the future of the euro without the austerity package approved by the government, Prime Minister Mario Monti said on Monday, calling on European partners to do their part.

Monti's announcement of the plan on Sunday kicked off one of the most crucial weeks since the launch of the euro more than a decade ago, ending with a summit of European leaders in Brussels on Thursday and Friday to seek a wider set of crisis measures.

"If Italy were not capable of reversing the negative spiral of growth in debt and restoring confidence to international markets, there would be dramatic consequences, which could go as far as putting the survival of the common currency at risk," Monti told parliament.

"Italy is ready to do what it has to do but Europe must not fail to do its part," he said.

The package, dubbed a "Save Italy" decree by Monti, aims to raise more than 10 billion euros ($13.4 billion) from a property tax, impose a new levy on luxury items like yachts, raise value added tax, crack down on tax evasion and increase the pension age.

"Without this package, we think that Italy would have collapsed, that Italy would go into a situation similar to that of Greece," Monti told foreign journalists before heading to parliament to present the package to lawmakers.

He acknowledged the package would weigh on Italy's fragile economy which most analysts say is already in recession, but said without action the consequences would have been much worse.

The package, packed into an emergency decree that takes effect before formal parliamentary approval, is expected to gain the backing of most parties, with the exception of the regional pro-devolution Northern League party.

Italy, the euro zone's third-largest economy, has been at the centre of the crisis since mid-year, when its borrowing costs began to approach the levels that forced Ireland, Greece and Portugal to seek an international bailout.

Markets welcomed the measures, which analysts said should be enough to persuade the European Central Bank to continue to hold down borrowing costs by buying Italian bonds on the market.

Yields on 10-year Italian bonds dropped to just over 6 percent, around a full percentage point lower than last week, while the risk premium over benchmark German Bunds fell below 400 basis points, levels last seen in October.

International reaction was also positive, with Dutch Prime Minister Mark Rutte, who met Monti in Rome on Monday morning, the European Commission and the head of the Organisation for Economic Cooperation and Development all welcoming the package.

MEASURES IN EFFECT IMMEDIATELY

Monti, whose sober style contrasts markedly with his flamboyant predecessor Silvio Berlusconi, said Italy wanted to play a full part in Europe and said no country could act alone.

"There's no country so strong that could have an advantage in isolating itself or separating itself from weaker countries," he told foreign reporters.

He said his government's austerity measures would contribute to a solution involving the euro zone's bailout fund, the International Monetary Fund and the ECB and he backed French and German calls for tighter controls on national budgets.

"I feel that it would be perfectly understandable that the European Commission should have the same enforcement powers in the area of budgets that it has in the area of competition," he told reporters.

Monti, appointed at the head of a technocrat government last month, had been under growing pressure to come up with concrete measures to address fears about Italy's towering debt mountain.

He has held to Berlusconi's pledge of a balanced budget by 2013, despite growing signs that Italy is heading into a recession that will make it extremely difficult to make inroads into a public debt of 120 percent of gross domestic product.

Deputy Economy Minister Vittorio Grilli said the measures outlined on Sunday would allow the deficit goal to be met despite a forecast that GDP would contract by 0.4-0.5 percent in 2012.

The package is divided into 20 billion euros of budget tightening and an additional 10 billion euros that will be pumped back into the economy in the form of measures to help companies and boost growth.

Caught between the competing needs of slashing the deficit and safeguarding a fragile economy, Monti's government risks growing opposition after an initial honeymoon period granted by a public fed up with the scandals of the Berlusconi era.

Unions criticized the package and in an early sign of possible opposition to the Monti government, the moderate CISL and UIL unions announced a two hour strike against the austerity package on Monday, December 12.

No number yet on boost to IMF from eurozone central banks (Reuters)

BRUSSELS (Reuters) ? Talks on the size of loans from euro zone national central banks to the International Monetary Fund are starting at a technical level after euro zone finance ministers gave the green light to explore the idea last Tuesday, officials said on Saturday.

Euro zone finance ministers agreed on Tuesday to rapidly explore boosting the resources of the IMF through bilateral loans, so that the Fund can match the new firepower of the euro zone bailout fund, which is being leveraged.

"No amount has been discussed at the political level," one senior euro zone official involved in the talks said.

"Discussions are only starting at the technical level, so right now any number is pure speculation," the official said.

The euro zone wants to boost IMF resources so that the fund could provide a credible backstop should the euro zone's third and fourth largest economies of Italy and Spain be cut off from the markets and need a multi-year emergency loan program.

Euro zone officials have offered various guesses on the possible size of loans to the IMF, ranging from "significantly less than 100 billion euros" to "several hundred billion euros."

"Work on this is still going on. It is premature to talk about numbers," a second euro zone official familiar with the talks said. Two other euro zone officials confirmed no amounts have been discussed yet.

The euro zone's bailout fund, the European Financial Stability Facility (EFSF), has uncommitted resources of around 250 billion euros, while the IMF's lending capacity now is around $380 billion (283 billion euros).

MULTIPLYING FIREPOWER

Depending on investor interest in the two leveraging options approved on Tuesday for the EFSF by euro zone ministers, the fund could multiply its firepower several times -- although it is expected to be short of the four times leverage envisaged six weeks ago because of rapidly deteriorating market conditions.

If IMF resources were to be increased to "adequately match" the EFSF, as the Eurogroup chairman Jean-Claude Juncker said after euro zone ministers met on Tuesday, the aim could be to multiply the funds several times as well.

The EFSF alone could not handle a Spain or Italy bailout now. Even if it joined forces with the IMF at the IMF's current lending capacity, it might still not be enough. The only institution with adequate firepower is the European Central Bank.

Because the ECB is not a member of the IMF, but euro zone countries are, it would be through national central banks of the euro zone that the increase of resources to the IMF would take place, euro zone officials said.

The money could be either put in the IMF's general revenue account or a special trust fund for the euro zone only. The advantage of the general account would be that all IMF members would be liable for the repayment of the loans.

The special trust fund, on the other hand, would be able to intervene on the secondary markets, for example.

Euro zone officials hope that emerging market economies like China, Russia, Brazil and Saudi Arabia would participate with their own cash in the resource increase.

"It remains to be seen how exactly that could be done, but of course the more participation the better," a third euro zone official said.

Euro zone officials said that a decision to increase IMF resources, while already heralded by an agreement at the G20 summit in Cannes to explore it, could be made at the next meeting of G20 finance ministers in Mexico in February.

Senate approves $662 billion defense bill

Ignoring a presidential veto threat, the Democratic-controlled Senate on Thursday overwhelmingly approved a massive, $662 billion defense bill that would require the military to hold suspected terrorists linked to al-Qaida or its affiliates, even those captured on U.S. soil.

The vote was 93-7 for the bill authorizing money for military personnel, weapons systems, national security programs in the Energy Department, and the wars in Iraq and Afghanistan in the fiscal year that began Oct. 1. Reflecting a period of austerity and a winding down of decade-old conflicts, the bill is $27 billion less than what President Barack Obama requested and $43 billion less than what Congress gave the Pentagon this year.

Shortly before final passage, the Senate unanimously backed crippling sanctions on Iran as fears about Tehran developing a nuclear weapon outweighed concerns about driving up oil prices that would hit economically strapped Americans at the gas pump. The vote was 100-0.

The Senate's version of the defense bill still must be reconciled with the House-passed measure in the final weeks of the congressional session.

In an escalating fight with the White House, the bill would ramp up the role of the military in handling terror suspects. Defense Secretary Leon Panetta and FBI Director Robert Mueller both oppose the provisions as does the White House, which said it cannot accept any legislation that "challenges or constrains the president's authorities to collect intelligence, incapacitate dangerous terrorists and protect the nation."

Late Thursday, a White House official said the veto threat still stands.

The bill would require military custody of a suspect deemed to be a member of al-Qaida or its affiliates and involved in plotting or committing attacks on the United States. American citizens would be exempt. The bill does allow the executive branch to waive the authority based on national security and hold a suspect in civilian custody.

The legislation also would give the government the authority to have the military hold an individual suspected of terrorism indefinitely, without a trial. Senate Intelligence Committee Chairman Dianne Feinstein, D-Calif., had sought an exception to the provision for U.S. citizens. Lengthy negotiations produced a face-saving move that the Senate backed 99-1, a measure that said nothing in the bill changes current law relating to the detention of U.S. citizens and legal aliens.

Senate Armed Services Committee Chairman Carl Levin, D-Mich., repeatedly pointed out that the June 2004 Supreme Court decision in Hamdi v. Rumsfeld said U.S. citizens can be detained indefinitely.

The series of detention provisions challenges citizens' rights under the Constitution, tests the boundaries of executive and legislative branch authority and sets up a showdown with the Democratic commander in chief. Civil rights groups fiercely oppose the bill.

"Since the bill puts military detention authority on steroids and makes it permanent, American citizens and others are at greater risk of being locked away by the military without charge or trial if this bill becomes law," said Christopher Anders, senior legislative counsel for the American Civil Liberties Union.

The bill reflects the politically charged dispute over whether to treat suspected terrorists as prisoners of war or criminals. The administration insists that the military, law enforcement and intelligence agents need flexibility in prosecuting the war on terror after they've succeeded in killing Osama bin Laden and Anwar al-Awlaki. Republicans counter that their efforts are necessary to respond to an evolving, post-Sept. 11 threat, and that Obama has failed to produce a consistent policy on handling terror suspects.

The Senate rejected an effort by Feinstein to limit a military custody requirement for suspects to those captured outside the United States. The vote was 55-45. Feinstein said her goal was to ensure "the military won't be roaming our streets looking for suspected terrorists."

The issue divided Democrats, with nine senators, many facing re-election next year, breaking with their leadership and administration to vote against the amendment. Republicans held firm, with only Sens. Rand Paul of Kentucky, Mark Kirk of Illinois and Mike Lee of Utah backing Feinstein's effort.

"We need the authority to hold those individuals in military custody so we aren't reading them Miranda rights," Sen. Kelly Ayotte, R-N.H., said in defense of the legislation.

Last week, the administration announced a new set of penalties against Iran, including identifying for the first time Iran's entire banking sector as a "primary money laundering concern." This requires increased monitoring by U.S. banks to ensure that they and their foreign affiliates avoid dealing with Iranian financial institutions.

But lawmakers pressed ahead with even tougher penalties despite reservations by the administration.

Sens. Bob Menendez, D-N.J., and Kirk had widespread bipartisan support for their amendment that would target foreign financial institutions that do business with the Central Bank of Iran, barring them from opening or maintaining correspondent operations in the United States. It would apply to foreign central banks only for transactions that involve the sale or purchase of petroleum or petroleum products.

The sanctions on petroleum would only apply if the president determines there is a sufficient alternative supply and if the country with jurisdiction over the financial institution has not significantly reduced its purchases of Iranian oil.

Testifying before the Senate Foreign Relations Committee, David Cohen, a senior Treasury Department official, and Wendy Sherman, an undersecretary of state, warned that the amendment could force up oil prices ? a financial boon for Iran.

"There is absolutely a risk that in fact the price of oil would go up, which would mean that Iran would in fact have more money to fuel its nuclear ambitions, not less," Sherman said. "And our real objective here is to cut off the economic means that Iran has for its nuclear program."

Cohen said the amendment would tell foreign banks and companies "that if they continue to process oil transactions with the Central Bank of Iran their access to the United States can be terminated."

"It is a very, very powerful threat," Cohen warned. "It is a threat for the commercial banks to end their ability to transact in the dollar and their ability really to function as major international financial institutions," and one that could push allies away from contributing to a coordinated effort against Iran.

Cain tells aides he is reassessing his campaign (AP)

ATLANTA ? Herman Cain told aides Tuesday he is assessing whether the latest allegations of inappropriate sexual behavior against him "create too much of a cloud" for his Republican presidential candidacy to go forward.

Acknowledging the "firestorm" arising from an accusation of infidelity, Cain only committed to keeping his campaign schedule for the next several days, in a conference call with his senior staff.

"If a decision is made, different than to plow ahead, you all will be the first to know," he said, according to a transcript of the call made by the National Review, which listened to the conversation.

It was the first time doubts about Cain's continued candidacy had surfaced from the candidate himself. As recently as Tuesday morning, a campaign spokesman had stated unequivocally that Cain would not quit.

Cain denied anew that he had an extramarital affair with a Georgia woman who went public a day earlier with allegations they had been intimate for 13 years.

"It was just a friendship relationship," he said on the call, according to the transcript. "That being said, obviously, this is a cause for reassessment."

He went on: "With this latest one, we have to do an assessment as to whether or not this is going to create too much of a cloud, in some people's minds, as to whether or not they would be able to support us going forth."

Saying the episode had taken an emotional toll on him and his family, Cain told the aides that people will have to decide whether they believe him or the accuser. "That's why we're going to give it time, to see what type of response we get from our supporters."

Ginger White's accusation of an affair prompted New Hampshire state Rep. William Panek, who endorsed Cain at a news conference earlier this year, to pull his endorsement and instead support former House Speaker Newt Gingrich in the upcoming primary. Panek said he rethought his position when White showed evidence that she traded 61 text messages and cell phone calls with the candidate.

"I felt like we were being lied to," Panek said. "I'm putting my name in New Hampshire as a state rep behind him and I just didn't like the way it was being played out."

In Iowa, Cain's campaign has lost some precinct-level supporters in light of the new allegations, Steve Grubbs, Cain's Iowa chairman, said during an interview with CNN.

Cain was in Iowa for a day last week to film a new ad, but spending to air it was on hold pending the fundraising in the days to come, Grubbs said.

"If people make contributions, then we'll keep the campaign doors open and be able to keep paying people," Grubbs said. "Otherwise, Herman Cain will have to make a decision whether he can afford to keep moving forward."

Cain has denied the affair as well as several other accusations of inappropriate sexual behavior that have dogged his candidacy over the past month. He had been publicly resolute about pressing ahead even as his standing in public opinion polls and his fundraising started to slide.

But in the conference call, he pledged only to keep his imminent schedule, including a foreign policy speech at Hillsdale College in Michigan later Tuesday that he promised to deliver with "vim, vigor and enthusiasm."

Speaking to nearly 1,000 people at Hillsdale, a conservative bastion, Cain didn't address the affair allegation. He stuck to his plan to present his foreign policy vision, one in which the U.S. would stand by friendly nations such as Israel, quit giving money to countries he considered enemies, and spend more on defense.

"Rather than the current philosophy of cut, cut, cut, I believe our philosophy should be invest, invest, invest," he said. "I happen to believe that we have allowed our military to get too weak."

While Cain avoided reporters after the speech, he would hardly be able to escape them at an event from which he withdrew earlier in the day: a party in New York on Sunday to meet with some of the city's top journalists including NBC's Matt Lauer and ABC's Barbara Walters. Cindy Adams, the New York Post columnist hosting the dinner, told the AP she had received a call Tuesday from Cain adviser John Coale saying Cain had decided not to attend. Coale declined to comment.

Still, Cain was what one participant described as calm and deliberate as he addressed his staff on the conference call.

The participant, Florida state Rep. Scott Plakon, one of four chairmen for Cain's Florida campaign, said he wanted to see more evidence from the accuser.

"If it is true that he didn't do this, I think he should fight and kick and scratch and win," Plakon said.

But if Cain did have the affair, Plakon said, it would be unacceptable to Republican voters.

"That would be very problematic," he said. "There's the affair itself and then there's the truthful factor. He's been so outspoken in these denials."

After the conference call, Cain attorney Lin Wood told the AP: "Any report that Mr. Cain has decided to withdraw his candidacy is inaccurate."

"I think they are assessing the situation, just as I would expect the campaign to do or any prudent business person to do," said Wood. He added that he would hate to see what he described as false accusations drive Cain out of the race for the presidency.

On Monday, Ginger White said in an interview with Fox 5 Atlanta that her affair with Cain ended not long before the former businessman from Georgia announced his candidacy for the White House.

"It was fun," said White, 46, as she described Cain buying her plane tickets for a rendezvous in Palm Springs, Calif. "It was something that took me away from my sort of humdrum life at the time. And it was exciting."

Cain went on television to flatly deny White's claims even before the report aired.

"I didn't do anything wrong," he said then. On Tuesday, he told his staff "I deny those charges, unequivocally," and went on to say he had only helped White financially "because she was out of work and destitute, desperate."

Seemingly out of step with Cain's denials, his lawyer issued a statement Monday that included no such denial of the affair and suggested that the media ? and the public ? had no business snooping into the details of consensual conduct between adults.

Cain's response was faster and more deliberate than he had managed when it was reported that three women alleged he had sexually harassed or groped them when he was the president of the National Restaurant Association in the mid- to late 1990s. The trade group paid settlements to two women who had worked there.

As some conservative Republicans sought an alternative to Mitt Romney, Cain surged in the polls while pushing his 9-9-9 tax plan and providing tough criticism of President Barack Obama during televised debates.

But as the harassment allegations surfaced, Cain stumbled in explaining his views about U.S. policy toward Libya and other foreign policy issues, creating an opening for rival Newt Gingrich to assert himself as a more reliable, seasoned politician to challenge Romney and even Obama. Cain fell in the polls and Gingrich began to rise.

In an email sent Tuesday to his supporters, Cain called the allegations of the affair "a fabricated, unsubstantiated story." He accused White of abusing their friendship.

"I am writing you today to assure you that this woman's story is completely false," Cain said in the email. "I do know Ms. White. I have helped her financially at times over the past few years, just as I have helped many friends and acquaintances throughout the years. I thought Ms. White was a friend in need of a supportive hand to better her life."

In her TV interview, White said she decided to come forward after seeing Cain attack his other accusers in an appearance on television.
